Against the background of the generalized reduction of poverty in the world, and particularly in Brazil, this article intends to gauge the socio-economic profile of Brazilian households that emerged from poverty and have been identified as integrating a “new middle class”. Using indicators of standards of living from the 2008-2009 Survey on Family Budgets (POF/IBGE), we found out that, in contrast to what has been assumed on the basis of average income criteria, this social stratum is markedly heterogeneous, most […]

This research note examines the electoral impacts of Conditional Cash Transfer programs in the 2014 presidential election, and compares these to results previously obtained for the preceding three elections (ZUCCO, 2013). It analyzes both individual-level survey data and municipal-level electoral data and applies different matching techniques to attempt to ensure that only similar individuals and municipalities are compared to each other. The note shows that although the strictly defined “electoral effect” of Bolsa Família at the municipality level has remained […]

This paper focuses on the evolution of the institutional presidency – meaning the cluster of agencies that directly support the chief of the executive – in Argentina and Brazil since their redemocratization in the 1980s. It investigates what explains the changes that have come about regarding the size of the institutional presidency and the types of agency that form it. Following the specialized literature, we argue that the growth of the institutional presidency is connected to developments occurring in the […]

This article aims to analyze Brazil’s policy towards South America during Luiz Inácio “Lula” da Silva’s government by discussing what kind of leadership the country was able to perform in the region during this time. The authors examine the role played by the policy of International Cooperation for Development on such regional leadership. The central argument is that although Brazil has performed the role of a regional leader, there is a need for distinguishing leadership for regional matters – inwards […]

The “humanistic” or “solidarity-based” trend in the Brazilian strategy of international insertion, adopted after the rise to power of President Lula and considered innovative, consolidated the objective of prioritizing the South-South axis and can be explained by domestic, regional, and systemic reasons. This strategy was put into practice by increasing the international aid granted by Brazil, by transferring resources and technology and by the emphasis placed on conveying to partner countries some of the domestic social policies and programmes developed […]

Researchers and scientists have had their activities redefined through new organizational formats that today are well-established. The purpose here is to verify the impacts that these tendencies have had on the scientific and technological production of Public Research Institutes. We analyzed the case of the Technological […]

This article focuses on the appropriation of the subject of Internet and Politics by Brazilian Social Sciences. The methodology was based on content analysis in order to map the main authors, research centres, political and technological objects, theoretical approaches, methods, techniques and coverage areas of the papers presented in each of these conferences. Public policies are produced by connections between several actors, within institutional environments and crossing organizational boundaries, but detailed analyses of the environments in which politics occur are relatively rare in Brazil. I believe the concept of governance could help to bridge this gap. However, this concept has different meanings and has been circulated in Latin America with quite confusing and cacophonic meanings. In this analytical essay, I build a definition of governance based both on local debates and the recent […]

Electoral governance has increasingly more frequently been the object of study of the comparative politics literature. This article examines the electoral governance institutional model adopted in Brazil and its consequences for political/electoral competition. It is argued herein that Brazil’s Electoral Justice System, motivated by the institutional design, has ended up becoming one of the main actors of the country’s recent democratic consolidation, being decisive not only with regard to rule adjudication and application, but also to rulemaking. With the purpose […]

This article aims to examine how the entry of biofuels into Brazil’s international agenda came about and which actors and interests have influenced the formulation of the Brazilian foreign policy on biofuels. To this end, the article will be developed in two stages: (1) an analysis of the factors that explain how biofuels came to fit into Brazilian foreign policy; (2) an analysis of domestic and international actors and interests that impact the international strategy adopted by Brazil on biofuels. […]

This article analyzes Poupatempo, a recent bureaucratic reform in Brazil. We argue that it offers insight into a potentially successful strategy to promote institutional reforms. After analyzing the design of the project and the obstacles to its implementation, we conclude that Poupatempo’s most innovative feature was the fact that it did not try to reform existing institutions. Instead it created a new pathway around an inefficient bureaucracy. This type of reform — the institutional bypass — has not been considered […]

Abstract The article distinguishes federal states from bicameralism and mechanisms of territorial representation in order to examine the association of each with institutional change in 32 countries by using constitutional amendments as a proxy. It reveals that bicameralism tends to be a better predictor of constitutional stability than federalism. All of the bicameral cases that are associated with high rates of constitutional amendment are also federal states, including Brazil, India, Austria, and Malaysia. In order to explore the mechanisms explaining […]
